OPEC should be ready to clinch an output-limiting deal at its next meeting, the group's secretary general said on Tuesday adding he expected "all building blocks of agreement to be in place" by Nov. 30.

"We expect that all the building blocks will be in place in a timely fashion for the implementation," Mohammed Barkindo told the Oil & Money conference.
